1. Bring a large pot of water to a boil over high heat. Stir in a tablespoonful of salt, then add macaroni and cook until al dente, about 7 to 10 minutes. Drain in a colander, rinse under cold water, and drain again.
2. In a large bowl, whisk together yogurt, mayonnaise, mustard, garlic powder, salt, and pepper. Taste, and add more mustard or other seasonings if desired.
3. Add macaroni, carrots, bell pepper, celery, peas, onion, and parsley. Stir to combine. Serve immediately or refrigerate until chilled, about 2 hours. Garnish with sprigs if desired.
