1. In a small saucepan, combine ketchup, vinegar, honey, mustard, dried onions, paprika, black pepper, and cayenne. Stir well and bring to a boil over medium-high heat. Reduce heat to low and simmer until thickened, about 2 to 3 minutes.
2. While sauce is simmering, prepare the pork. In a large bowl, combine pork and oil, stirring to coat. Sprinkle rub over the pork and stir until pork is evenly coated. Spray a large skillet with cooking spray and heat over medium heat. When hot, add pork. Cook until golden, about 4 minutes, then turn ribs. Continue to cook until almost cooked through, another 1 to 2 minutes. Add the BBQ sauce to the skillet and stir until the ribs are coated.
3. Cover and cook until the pork is cooked through, 1 to 2 minutes. Transfer ribs and sauce to a platter and serve.
