1. Place a rack in upper-middle of oven and heat broiler to high.
2. Heat 1 tablespoon oil in a large saucepan over medium until shimmering. Add onions and cook until just softened, 3 to 5 minutes. Stir in riced cauliflower, rice, edamame, corn, and tomatoes, then cover partially and cook until mixture is hot, about 5 minutes; season with salt and pepper to taste.
3. Meanwhile, toss steak, seasoning, and remaining 1 teaspoon oil in a medium bowl. Transfer to a foil-lined baking sheet and spread into an even layer. Broil until steak is cooked to desired doneness, about 5 minutes for medium-rare. To serve, divide pilaf and steak among plates and sprinkle with basil.
