1. In a large pot, combine macaroni, milk, broth, broccoli, squash, chili seasoning, 1 teaspoon salt, and 1/2 teaspoon pepper; stir to combine. Bring to a simmer over medium-high, then reduce heat to medium-low and simmer gently, stirring often, until pasta is tender and liquid resembles heavy cream, 8 to 12 minutes.
2. Meanwhile, combine potato flakes and oil in a small skillet and cook over medium, stirring frequently, until crispy and golden, 2 to 3 minutes. Set aside for serving.
3. When pasta is tender, remove pot from heat and stir in cheese; season with salt and pepper to taste. Divide among plates, sprinkle with potato topping, and serve with salad.
